There was an elite that rose as a result of collectivisation, industrialization and purges. After stalin"s death it was uncertain who would be the next ruler. 10 year period after stalin"s death important: witnessed a reassertion of political power over the means of coercion, put back on the table the question of how a system of one-party rule could or should be maintained. He had a speech which sounded like a wind of change but people in the su were not ready yet for such changes. There were no student demonstrations, it was unthinkable at that time. However, it was the generation that did not have the memory and experience of repressions. He was resigned and leninism work had failed. Emphasize collective leadership, centrally planned system remained. p. 76 the party"s role became one of the defending and maintaining the status quo rather than transforming the present according to a blueprint for the future.
