I think that they could sue for worker s compensation for their injuries but not intentional tort: workers compensation only applies to when the employee is working within the scope of their job and suffers injuries. So in this case, a suicide would not qualify as a work related injury and the wife would not be able to collect benefits: yes, it was proper for the city to monitor his location. It is important for them to make sure that he is not abusing his days when he is on the sick abuse list.
