Document Summary
Socal has many oil and gas fields off the coast, as well as underwater pipelines. Many of these fields or recently discovered fields are in marine protected areas. Interdisciplinary approach to solve problems at community and national level. Primary goal is to overcome intergovernmental fragmentation amongst coastal management efforts. Focus is on biologically diverse ecosystems (like socal bite), both land-based and coastal and efforts to combine protection for them. Living documents open to revision, expansion and re- analysis: monitoring and evaluation, assess cumulative effects of changes and update management program elements to reflect changing needs and circumstances. Current environmental issues exacerbated by many factors. This program has been devastated by budget cuts. Policy and science does not always go together. Constituents/stakeholders need to be pleased, but environmental situation needs to be preserved. Overall, there has been a failure of perspective and governance. Even though the ocean is the largest publically managed domain.
