It is estimated that over 800 people have been killed by police in 2016. Over 215 of those are black men (estimated that 60% were unarmed) Native americans and black men are the most at risk. Prohibited only in certain areas by local ordinance. Penalties for violating local ordinances are minimal. Tobacco is one of the most harmful recreational drugs, but is not treated as such.
