Must evaluate alternative solutions (must predict impacts of alternatives) by identifying and organizing relevant data, theories, and facts. Importance of cost benefit analysis - research evidence is needed for this. To become a basis for a policy or administrative action, most would agree the evidence should be. Replication is a central principle - disincentivizes researchers from manipulating. Programs with higher costs require stronger evidence of their benefits. Official pathways - when the use of research is procedurally and sometimes legislatively built into the policy making process. The pathway to policy is slow and indirect. Values held by society often trumps research. In us, basic science research is funded by the national science foundation.
