HSA 3150 Chapter 6: Chapter 6 pt. 2
Document Summary
If a committee votes to report a bill favorably, a member of the committee staff writes a report in the name of a committee member. The house or senate receives it from the committee and places it on the legislative calendar for floor action. To resolve differences in a bill that both chambers of congress have passed, a conference committee may be established. The president can sign the bill, in which case it immediately become law. The president can veto the bill, in which case it must be returned to congress along with an explanation for the rejection. The president"s third opinion is neither to veto the bill nor the sign it. In this case, the bill becomes law in ten days, but the president has made a political statement of disfavor regarding the legislation. The president is required to submit a budget request the congress each year to initiate the process.
