Fragmentaion means there are muliple layers of independent organizaions within the overall law enforcement system. These agency levels include federal, state, county, and municipal areas. The land areas that an agency covers is oten referrd to as geographical jurisdicion. Municipal oicers are responsible for law enforcement acivity inside the city. He sherifs oice retains law enforcement authority over the enire county. Special police departments have their own niche and typically serve a very narrow populaion, patrol a limited area, or have a very unique mandate. A sworn police employee is a person who has the power of arrest and the authority to carry a irearm. A non-sworn police employee is a civilian whose job is located within a law enforcement agency. Federal agencies enjoy broad jurisdicion across the enire naion.
