The idea of having a government budget is a 20th century phenomenon. The executive branch had no formal role in federal budgetary decisions until the passage of the budget and accounting act of 1921. Created a formal process for shaping federal budget. Also thrust the president into the dominant budgetary role. Us was growing rapidly ands social problems were becoming increasingly complex, as a result: The commission on economy and efficiency (president taft) was created, it made a number of recommendations in 1912 that would permanently alter the federal budget-making. Was the federal agency through which the president would prepare a formal budget for presentation to congress. Later replaced by the office of management and budget (omb) Still exists today in its original form. Responsible for auditing (reviewing) the federal budget. Each february: president presents us congress with budget request (which details the amount of money needed by cabinet-level agencies for the upcoming fiscal year)
