Each yr 1 out of 5 americans has face-to-face contact w/ law enforcement officers. 40% of contact involve drivers and passengers stopped by a patrol officer. 90% of people who had contact w/ police believe the police acted properly. Fear and self-interest keeps some people from cooperating. Citizens expect the police to act both effectively and fairly -in ways consistent w/ american values. Police departments have little direct control over the actions of individual officers. 5 factors on how to handle a situation: the nature of the crime, the relationship between the alleged criminal and the victim, the relationship between the police and the criminal or victim. 4: department policy race/ethnicity, age, gender, class. Domestic violence: intimate partner violence or violent victimization between spouses, boyfriends, girlfriends, or those formerly in intimate relationships. Good example of the role of police discretion. In 70s-80s officers used to treat domestic violence as a private matter and not intervene.
