Powell came up with an idea to get farmers to produce apples for slices, a market new to most new england farmers, as a way to stimulate production and growth. There were still plenty of farms in the region and powell even had a processor in mind. Cvs was a processor that had seen success in recent years by pairing up with farmers to produce apples for slicing. Powell admired this model and thought that something of this sort might work for the new england farmers as well.
