Reconstruction: 1865-1877
1. December 1863 Abe Lincoln proclaims plan of amnesty “10% plan” granted amnesty to people
who would take oath of allegiance to union. When 10% took oath they would be allowed to
form new state government and rejoin union
2. April 1865- Louisiana first state to rejoin the union as part of 10% plan
3. Radical repuliblicans did not like plans. Wade-Davis bill prevented the new state governments
from sending representatives to congress. Lincoln “pocket veto
4. Andrew Johnson, Abe Lincoln’s vice president. Andrew Johnson was a tailor. Non-slave owner.
5. Opposed secession, did not like planter class, defended poor whites.
6. Andrew Johnson plan for reconstruction: Broad Amnesty, Provisional governor, new state
constitution. People who could vote for delegates were people who were eligible in 1860 (Not
former slaves)
7. Passage of 13th amendment. Abolished slavery all readmitted states had to agree. End of 1865
II Opposition in the south
Black Codes: granted rights for the freeman: marry, testify in court, ect but also qualified so that black
people could not use them.
Former confederates took control of these states. I.e Alexander Stevens of Georgia, vice president of
confederacy.
Congressional Reconstruction
1780’s: 3/5th clause, count slave for voting purposes as 3/5th a person.
After 13th Amendment, former slaves now full people, more power to southern states
Pres. Johnson veto’s freedman bureau bill, goes away in 1866
Civil Rights bill Vetoed by Johnson but overturned by congress 2/3 vote.
14th amendment granted protection to all born or naturalized in the united states. Equal protection of
the law. Did not include sufferage.
