Because all of the water molecules are so tightly bonded it takes a lot of energy to make them all move faster or slower. The amount of energy it takes water to change state. It takes a lot of energy to make it change state because it takes a lot energy to break the hydrogen bonds. Less dense as a solid than a liquid. Ice floats because water as a solid is less dense than water as a liquid. To freeze someone without destroying the tissue, they remove all the water and replace it with anti-freeze.
