China implemented the soviet union"s 5 year plan of a centrally planned and heavily industrialized government. Mao encouraged intellectuals to speak out about what the chinese people needed. Mao was concerned about china being able to feed its growing population. Produced intense criticism of the party and it"s bureaucracy. Many intellectuals were sent to a farm or factory to do labor reform, because these people were branded as the rightists and mao needed to remove these people to regain political control. Sputnik gave credibility to the soviet model of industrialization. In november 1957 mao stated that china would surpass britain in steel production. The output of steel doubled in one year. Much of the steel however was poor quality. Farm labor force fell for 192 million to 151 million within a year.
