Efficiency: efficiency is an important part of the human development paradigm, allowing people to evolve and an enabling macroeconomic environment for them to realize their full potential. So economic growth is a subset of human development models an integral part but not the entire system: most east asian economies have spent vast amounts of human resources on boosting their growth. Some recent development models concentrate primarily on human capital but sadly this still treats people as a means of growth. Though to some degree this is real, it obscures the centrality of humans as the ultimate end of life. That is why productivity can only be seen as part of the human development equation-with equal value being given to stability, security and empowerment. Empowerment: the human development model is not paternalistic, nor is it based on humanitarian or welfare concepts.
