Education as a privilege but not a right. 1920-1960 most states merely allowed for special education but did not mandate it. 1930s- special classes for children with physical disabilities expanded. 1950s- separate schools for disabled were popular: ramps, modified doors, toilets, desks. 1940s- special school versus general education class placement emerged as an issue in education of students with disabilities: educators and parents advocated prompting social interactions.
