Increased public awareness of diminishing stocks led to public calls for genuine protections of whales. In 1982, the veto coalition was outnumbered and a five-year moratorium on commercial whaling was passed: by the 1987 1988 whaling season, japan, norway, and the soviet union stopped all commercial whaling. Japan, norway, and iceland soon began engaging in scientific whaling based on article. Viii of the convention, which allows the killing of whales for research purposes: most iwc nations found no scientific merit in this as it killed hundreds of whales and was conducted by commercial ships. In 1990, the whaling states tried and failed to lift the moratorium on whaling. In 1993, they tried again, again failing; the moratorium was extended for an additional year. In 1994, the iwc adopted a no-catch area for all whales living in waters below 40 degrees south latitude: while norway and iceland continue to whale within their own waters, japan whales on the high seas.
