At the top of the hill, you aren"t moving rapidly; but you begin to speed up at the greatest rate (i. e. , maximum acceleration). When you reach the low point/valley, you are moving at your maximum speed (i. e. , maximum velocity); but you aren"t speeding up at that point - you aren"t accelerating. Resistance of the surrounding medium (e. g. , air) causes friction.
