Gave the south the capital for the trade off (made a compromise) Agreed with hamilton"s lose interpretation of the necessary and proper clause. 2 crises they had to deal with on the foreign side: French revolution (feds were totally against it bc too violent, republicans were for it- divided them) British-french rivalry (feds were pro-british - provide a lot for us economically, reps were pro-french- more like them)
