In england bentham"s ideas were spread by a group known as the philosophic radials . He had correspondents in the us, france, spain, portugal, greece, russia, bavaria, poland and latin america. By 1815 a regime of free industrial competition had come into force in england and france. Liberalism proposed to go further and to get rid of the old mercantilist regulations, to reform the old legal systems, and finally to allow the commercial classes to take over the control of the state. Their demand for religious freedom and for the limitation of the influence of the clergy in politics was by no means novel. The liberal forces came most sharply into disagreement with the organized churches on the question of education.
