The lackluster performance of individual treatment approaches was especially apparent when contrasted with new evidence from public health research showing far-reaching and lasting health effects from environmental and policy changes that eliminated the need for individual decision making. With the stage well set, the final push for a change in approach came in the 1990s with the development of social ecological models of health behavior.
