10. 4 vulnerability and adaptive capacity of rural communities. Residents in rural communities often have limited capacity to respond to climate change impacts, due to poverty and limitations in community resources. Communication, transportation, water, and sanitary infrastructure are vulnerable to disruption from climate stressors. Social resilience to these challenges would require increases in local capacity to make adaptive improvements in shared communities resources. Rural pops stewards of most of nations forests, watersheds, rangelands, ag land and fisheries, and much of the rural economy is tied to natural environment. Migrant workers provide much labor particularly vulnerable. Ability of rural communities to adjust climate disturbances take advantage of economic opportunity and cope depend on demographic and economic factors. Rural areas have higher percentages of people living in poverty than do urban. These contexts can affect ability to communicate, corporate and cope with a climate disturbance event.
