Federalism: a political system that includes multiple levels of government where at least one lower level has constitutionally protected status and exercises independent authority over important areas of policy. Subunit governments retain full sovereignty and national government cannot compel them to act. Dual federalism: each level is soveriegn in its own sphere and operates largely independently of the other. Cooperative federalism: both national and state governments are active in nearly all spheres, sharing powers and working together to solve problems. Elastic clause and commerce cluase open the door for the national government to make policies that override state law in virtuallyy any domain. Categorical grants: specifiy exactly ow the money is to be spent and attach many conditions. Revenue sharing principle: state/local gov must partner with the national government to fund a project. Block grants; given by national gov for more general purposes. Constitution made states comply with voting and rights for african americans.
