Commissioner form of government: the city is run by a small group of elected commissioners who act in legislative and executive capacities, 5-7 members are elected at large. Act in both a legislative and executive capacity. Each commissioner is in charge of one department: but didn"t work as well, ended up becoming the council-manager form of city government because none of the commissioners exercised executive control over their departments. Home-rule charters is the rules under which a city operates, local governments have independent governing power under the charters. Charter amendments throughout history allowed for development of cities.
