Over the past century the presidency has become america"s most powerful institution in the realms of foreign and military policy, arguably, domestic policy as well. As presidents gain more power, they also have more opportunities to make more mistakes and gain more opposition. In most cases, congress delegates power to bureaucratic agencies in the executive branch rather than directly to the president. Combined offices of 22 federal agencies into one huge new cabinet department that would be responsible for protecting the nation from attack. Many presidential appointments are subject to majority approval by the senate.
