Essential to the war effort: motivated by avoiding another world war. Treaty of ro(cid:373)e of 51" (cid:449)as their first (cid:373)ajor de(cid:272)laratio(cid:374) Became the union in 1991: today there are 28 countries, if the uk leaves at the end of. The point of the union is integration: a process of formalizing cooperation between states: the states have to credibly commit to cooperate which leads to harmonization i economic and social issues but there has not been federation. Founded in 1951: germany, france, belgium, netherlands, luxembourg and italy. His goal was for one federation over europe but after wwii, it was clear this was not an option. The ecsc (above) led to the eec, the european economic community treaty of rome 1957 this led to customs union and agriculture funding (cap) Germany was willing to take part and let the french give them some democratic legitimacy because it needed a way to get back into society.
