Usually leads to common policies/harmonization in economic, social and foreign issues. So far, has not led to federation (after wwii this wanted to be done) Integration is an old concept i. e. frankish empire ca. Charlemagne succeeds in uniting frankish, german + italian people. Empires in europe have come and gone and led to the formation of nation-states. Common european identity is made extremely difficult to form b/c this reality.
