If incumbents can avoid scandals and provide services at a sustained level without increasing taxes, they will likely be reelected. This seems like a low bar to set, but this is the nature of councilors (low pay, high demanding job, not a lot of recognition or opportunity) Though may take longer to hear back because they are part time: more homogeneous (race, class, etc. , provide less services. The more decisions that municipal councils make, the more likely they are to have people disagree with them. Most are preoccupied with land issues, infrastructure, quality of life issues limited scope of services, primarily to property and owners. More scope = more full time politicians. Developers are picky about where they allocate their money; more likely to fund municipalities with higher levels of construction activity.
