The company refused to acknowledge the board claiming a federal statue didn"t apply to a dispute in toronto: this case helped determine that labour was a provincial matter and not federal. Industrial relations and dispute investigation act (irdia) in 1948 at the federal level. This lead to an increase in unions from 16% to 30% which shows that the wagner act was the framework for the system of industrial relations with increasing unionization and economic growth.
