The four triumphant great powers decided on all important matters. Prussia hoped to enlarge their kingdom: wanted saxony, demanded france to be severely punished. Russia wanted to annex all of poland: had a major position, but because the tsar was suspicious, he failed to get all of. France tried to rely on differences between other powers: did not want prussia to gain size -> agreement with austria and britain. All four wanted to limit the power of france. Britain, austria and france agreed to attack prussia or russia, if they would gain to much power, due to their territorial expanse. They wanted peace, security and order within and between states: containment of france, redrawing of the state boundaries. They wanted to re-establish the balance of power, peace on the continent and the liberties of europe , further suppressing the rise of democracy and nationalism.
