A locus is fixed if all individuals in population are homozygous for the same allele. But, if there are two or more alleles for a particular locus in a population, individuals maybe either homozygous or heterozygous. Relative fitness is generally more subtle and depends on many factors. The phrase "survival of the fittest" is problematic because reproductive success is generally more subtle and depends on many factors besides outright battle.
