Too conservative and not as willing to take risks. Agree with boss too much in fear of losing job. Less expensive for companies to hire them only when there is an issue. Companies may need a public relations company in places where they are not located so they hire someone over there. Lots of other clients so there could be a lack of attention. Not always available at the exact time that you need them.
