Texas has 4 districts, several courts in each. President trump would have to contact, by senatorial courtesy (tradition), senator cornyn (texas) and say, "john who would you like for me to pick?" He doesn"t have to pick somebody that he suggests, but gives the senator a voice in who gets to become district judges. Only trial court in the federal court system but there can be more. They"re not appointed by the president, confirmed by the senate, and serve for life. U. s. attorney"s office for that district is the federal prosecutor. You may have several district courts and judges across one district. Even though there is 4 districts there is dozens of judges. Once you appeal you go to federal court of appeals. Eleven of these for states, numbered 1-11. Have to cross state lines if there is only 11 courts to cover all cases.
