Representative government - one in which people would govern through the selection of their representatives. Original plan: to make amendments to the articles of confederation. After the convention started most od the delegates moved to write a new constitution. Note: the debates of the convention are now available through james. Locke claimed that government is founded on a social contract. People living in a state of nature enjoy certain inalienable natural rights, including life, liberty, and property, which are threatened by individuals who steal, kill and act without regard for others. To protect themselves against these bad individuals, people agree to form a government. "all men are created equal" and are entitled to "life, liberty and the pursuit of happiness"
