Grade 1 and 3 were control groups. Grade 2: 1 million; . 5 million declined, . 5 million accept. The groups were different size but they don"t have to be because the percent will be used not the actually size; the absolute value. Not all students should be vaccinated to compare results. Polio did decrease but not because of the vaccine but because it was an epidemic. White and wealthy children did not build endurance to polio because they lacked the antibody.
