It starts with the customer and works backwards. If you understand where your customer is going, you can get there before they do. Identifying the problems before we encounter them. The following problems are: lack of coordination between different departments, slower implementation than anticipated, lack of employees, lack of advance employee preparation, unanticipated major problems( ex. Building a new airport but forgetting about the road to bring people to the airport) Need new budget- how much money you can spend and explains where it goes. Change in power structure can create issues.
