Document Summary
The state legislation favours the upper and middle classes and defines their obligations, rights and privileges but does not equally favour the serfs because of old laws and customs. In most cases this led to the establishment of good partiarchal relations based on concern of nobles. Alexander i issued a decree of free agriculturist. They no longer were property of the nobles and were able to formulate a new proposal on an arrangement of a relation between serfs and nobles. Peasants had the right to buy household land plots and with the consent of nobles they could have full ownership of the land and they could be free from their obligations and would be free peasant landowners. At the end of the two years they will receive full freedom and some temporary benefits. Established a special office of peasant affairs in each province. Organize peace offices on the estates of the nobles.
