One of the first reformers to apply scientific methods to social research. Called for new prison system-houses of penance-penitentiaries-where inmates were isolated and there was no corporal punishment. Result of his recommendations was the british penitentiary act of 1778 provided for several major reforms like safe and sanitary buildings, regular prison inspections, and a reformatory program inside prison walls. Wealthy quaker matron committed to prison reform after visiting female prisoners in london. Advocated for separate facilities for females, education and job training in jails. Helped open the 1st half-way house for female ex-convicts. Influenced the british prison act of 1823 which ordered jailers to separate men and women and hire female guards for female prisons. Explored rehabilitation among prisoners in what is now australia. Worked for a better system of classification, more humane discipline, indeterminate sentences, education recreation programs, and measures to prepare prisoners to return to society.
