Under his rule, he extended the persian empire. The satrapes would pay an annual tribute to the emperor through the satrap (the reps) The tribute was not small; they had to give armed services and a lot of money. Whenever the satrap and/or the emporer were in the satrapes themselves, the people have to grovel and bow down to the ground in front of them. Various city states in the persian empire started revolted (the ionian revolt) These cities were greek in culture and language. They resented the tyrants that were put in place to rule over them by the satraps. A lot of the people were discontent with the rituals that surrounded the emperor and the power. The city miletus was a city state that really disliked the concept of bowing down to a single emperor (the nature of the act was not liked) These people were philosophical and intellectual individuals.
