Formed in 477 (a year and half after the battle of plataea) All of the city states who participated in the peloponnesian league gathered at delphi where they erected a statue in commemoration of their fallen people and bury their dead in a mass grave. 150 city states gather at delos and agree to be under athenian rule, pay tribute to athens, and take an oath of mutual protection. Sparta refused to be under athenian rule and did not contribute. Do whatever it took to preserve greek freedom. Both defensive and offensive in its nature. Seek reprisals from the persian empire and their allies for the losses they suffered. Strengthen greece and weaken persia during the war. It ended up amounting to a police force. There were always ships in the sea policing the waters. Athens grows very wealthy and very powerful and uncontested. That didn"t last long, as revolts started to occur, led by sparta of course.
