States that the state of nature was peaceful. Could live without the intervention of the state. If the state or monarch represents divine will, then by definition it has no limits, it can only be absolute/extent: the king of the monarch who decided that is an absolute monarch. Means that the state has power to endure laws. The state of nature is total anarchy and chaos. The state where human beings were supposed to be prior to the extent of the states. A controversial issue because some doubt the existence of the state of nature; they say all human beings always appear.
