Whereas for humans we can work in layers of understanding, we can see in both sentence the layer that denotes context, what are we comparing in each case to and therefore the context of the question being asked. 1st: suitcase is too small and therefore the trophy is bigger and cant fit. 2nd: the trophy is too big for the suitcase and therefore the suitcase is too small for the trophy therefore both sentences are the same. We know both sentences are the same because if we swap the context or the set comparison then neither sentence is true: 1st: the trophy is too small and therefore does not fit into the suitcase (but if something is too small compared to the other it should still fit )
