Chapter 5 - policy and regulation: policy is an instrument of governance, the decisions that direct public resources in one direction but not another. Suggests policy is intentional, about making decisions, structured with identifiable stakeholders and steps, political in nature: policy as objective. A course of action taken to achieve certain results: policy as hypothesis. Policies are built on theories of the world, models of cause and effect, it is created amid uncertainty, and tested in the most demanding of circumstances. Good policy makes assumptions explicit to enable revision through policy formation cycles: authoritative, intentional, governance of media and communications to meet particular objectives, based on targeted interventions underpinned by hypothesized cause and effect.
