OPERATIONS AND DELIVERY
Urban villages represent a significant departure from CONVENTIAL DEVELOPMENT
Therefore considerable thought has to be put into HOW the innovation is delivered
KEY FEATURES AND BENEFITS TO DATE:
full control of the site / tenure;
Two highly credible proponents (‘public sector’) with drive and funding – and strong levels of trust
between them;
A quality master plan
Funding to support infrastructure installation ‘up front’.
Two very different stakeholders (QUT and Queensland government)
ISSUES AND OBSERVATIONS
Procedures were crucial but involved delays and frustrated market negotiations
No single person appeared to be in charge
KEY ISSUES
Issue: The concept is not fully understood by developers, investors and wider public
Solution: need to educate them so that they gain confidence in the project
Issue Large project over large period of time = Project is exposed to vagaries/cycles of the
development and property markets + never ending project
Solution: Needs to be i) accepted and ii) managed throughout the process ii) adapts to change constant
The master plan needs to be flexible and adaptable
Needed to have a ‘single point’ recognised as the ‘final charge of the project
Decisions on releasing property lots in stages, without flooding
Timing of certain projects needed to avoid detrimental impacts to other uses (eg. Public housing)
Challenges of contamination and two of HERITAGE SITES within the precinct
John Dalton – Student residences, 2.Gona Barracks – army base
