mutual obligation
consensus was built but dismantled mid-90s (led to neolib)

govt policy guided Indigenous ppl but they could manage service delivery to a degree
Moves to Self Determination
1960s: rise in Indigenous protests
Led by similar movements in USA
Connection between Ind movement + trade union movements etc + world
decolonisation movement
new way of articulating political claims
rise in influence of int institutions + organisations
pressure on aus govt to conform with int expectations
not just asking for citizenship rights, but making claims based on peoplehood
that Ind ppl + cultures are important, they shouldnt have to assimilate
constitutional reform after referendum = Whitlam had power without convincing every
other politician
