Document Summary
Security a neglected concept insufficiently explicated rather than contested: wolfer"s definition, security: in objective sense, the absence of threats to acquired values, in subjective sense, the absence of fear that such values will be atttacked . Security on a spectrum: absolute security unattainable- must look at degrees of security, not. Secure or insecure: security for what / who, wolfer- objective and subjective security. Referent object (objective: artefacts (eg. resouce security, cyberspace, weapons, users (eg state for realists, human security) Survival (elemental, pre-requisite: baldwin- prime value approach. Security most important- survival elemental and a pre-requisite: central concept in neorealism. Logically and empirically flawed: absolute security unattainable and thus cannot limit allocation of resources to it, people want optimum security not absolute security (forego for things such as money, privacy etc. , core value approach. Securitization disrupts this: resources allocated where they are not needed.
