Not via normative in uence but informational may end to private acceptance eg. climate change warnings. Attitudes can come before or after behaviour. In ambiguous situations look to behaviour of others. Then explain it - attributions made (eg. i voted for them because of this, make up answers after even though at the time it was just arbitrary).
