Not poor like most criminally convicted, its corporations, gov, etc. Made decision to save money and not fix pipes. *mens rea requirement = different for every offense. What a reasonable person would understand, or foresee in a circumstance. Less concerned with the actual knowledge of the accused. I don"t care if you did or didn"t know, you should have known . Reckless driving has objective intent (the reasonable person can foresee its dangerous) Polluted water can kill people but it"s not dealt with as a true crime . In the constitution, regulatory crimes are seen as less serious but in the 21st century some say they might be more serious.
