Although, there was consensus with respect to laws and strategies to respond to the prevalence of sexual and domestic violence against women. In 1970s, there was focus on raising awareness, education, and reducing harm. Wanted to make it easier to convict for these crimes. Legislative reforms that take place in 80s and 90s are subject to due process challenges of the accused person. Feminist groups that wanted reforms to criminal law, enjoyed less success in comparison with victimless crimes. Feminist groups tried to separate themselves from victims groups at large. Success we have seen was not matched with respect to changes that were made by the government related to other things such as daycare costs, and equal pay. Not social reform, simply legal reform to criminal law for these issues, which does not cover all aspects of the problem. Gender politics was criminalized sanction was used by governments.
