De facto (effective) sovereignty capacity (janus-faced) Janus faced: janus as a mythical creature had two faces, one that could look outward and see the outwards domain, and one face that could see into people and their minds. Sovereign power has two faces: external and internal. Stephen krasner has come up with an identification scheme for sovereignty. Domestic (the right to govern inside your state) When krasner speaks to the idea of interdependent sovereignty to regulate the borders of the state, what comes in and what goes out (living and non living). Governments and states have the right to enact their domestic sovereignty without interference from other states as long as the original state is viewed as sovereign from the other states. Ex: china regulates their borders to discriminate against canadian canola and canadian beef, and they have every legal right to do so. Ex: the idea of effecting walls to keep people in and keep people out (trump campaign).
