Stops giving aid to soviets interferes in countries with soviet: ussr can either start arms race or accept american dominance, go. Given stalin(cid:495)s suspicious nature, starts arm race + develops. 1947-49 war goes from developmental stage to reality: west was the driving force trying to break off relations w/ ussr.
